Telangana Seeks Centre’s Nod to Raise ₹30,000 Cr for Revolutionary School Project

Telangana asks Centre to ease FRBM limits for ₹30,000 crore school revamp.

The Telangana government has formally requested Union Finance Minister Nirmala Sitharaman to relax Fiscal Responsibility and Budget Management (FRBM) Act limits, enabling the state to secure Rs 30,000 crore for its ambitious Young India Integrated Residential Schools (YIIRS) initiative and related educational investments. Deputy Chief Minister Mallu Bhatti Vikramarka submitted a memorandum during a meeting in New Delhi on September 4, outlining a transformative vision for education, with Rs 21,000 crore allocated for constructing 105 YIIRS campuses and Rs 9,000 crore for allied sector investments.

The YIIRS model aims to revolutionize education for Telangana’s underprivileged children by creating world-class, sustainable learning environments. Each campus will feature AI-enabled classrooms, STEM and vocational labs, robust nutrition services, sports and arts programs, and gender-sensitive residential facilities. Additional amenities include staff residences, health units, counseling services, and eco-friendly features like rooftop solar, rainwater harvesting, water recycling, and waste management systems.

Vikramarka proposed raising funds through a special purpose corporation, arguing that these long-term human development investments should be exempt from FRBM borrowing caps, as they prioritize capital investment over routine expenditure.

The initiative aligns with Sustainable Development Goal 4 for inclusive and equitable education and supports India’s vision of a Viksit Bharat by 2047. By fostering multidisciplinary learning and holistic development, YIIRS aims to empower marginalized communities and strengthen human capital formation. The Telangana government’s request underscores its commitment to systemic educational reform, pending approval from the Centre to unlock the necessary financial resources.
