Bihar Leader of the Opposition Tejashwi Yadav on Wednesday alleged that the state is heading towards a serious financial crisis under the NDA government, raising concerns over the administration's decision to withdraw funds from the Bihar Contingency Fund to meet pension obligations. The Rashtriya Janata Dal (RJD) leader questioned whether the state's financial condition had deteriorated to the point of resembling a financial emergency.
The controversy emerged after the Bihar Cabinet approved the withdrawal of Rs 3,662 crore from the Bihar Contingency Fund to disburse social security pensions for the months of May, June, and July. The contingency fund is typically intended to address urgent and unforeseen expenditures arising from emergencies, natural disasters, or other exceptional situations. Tejashwi argued that using the fund for routine pension payments signals deeper financial stress within the state government.
In a series of posts on social media platform X, Tejashwi accused the NDA-led government of pursuing what he described as “anti-people” and “pro-corporate” policies that have weakened Bihar’s economy. He claimed that delays in salary and pension-related payments have become increasingly common due to an alleged shortage of funds in the state treasury. The RJD leader further alleged that contractors working on government projects have not received payments for more than a year.

The former Deputy Chief Minister also questioned the pace of development and welfare initiatives in the state. According to him, several projects approved during the 2023-24 financial year have yet to commence, while a number of recently announced schemes remain largely on paper. He additionally cited issues such as frequent power outages, delays in scholarship distribution, and stagnation in the implementation of the Student Credit Card Scheme as indicators of administrative and financial challenges.
Tejashwi further alleged that the Bihar State Crop Assistance Scheme had been discontinued due to a lack of financial resources. He demanded an explanation from the state leadership regarding why pension payments were being financed through the contingency fund instead of regular budgetary allocations. He argued that after years of governance under what the BJP describes as a “double-engine government,” the emergence of such a situation raises serious questions about fiscal management.
The allegations have intensified political debate in Bihar ahead of upcoming electoral contests, with opposition parties seeking to hold the NDA government accountable for its handling of the state's finances and development agenda. While Tejashwi Yadav has portrayed the fund withdrawal as evidence of a worsening fiscal condition, the state government has not publicly accepted the opposition's claims. The issue is expected to remain a focal point of political discourse as parties continue to spar over governance, welfare delivery, and economic management in the state.
