Speaker Vijender Gupta Praises PAC Reports Submission on Health, Excise, Pollution

Delhi Assembly restores PAC oversight, ensuring transparency after 15 years.

Delhi Assembly Speaker Vijender Gupta on Friday praised the adoption of the Public Accounts Committee’s (PAC) reports by the House, marking a restoration of oversight after a gap of over 15 years. Speaking in the Assembly, Gupta criticised the previous Aam Aadmi Party government for failing to lay copies of Comptroller and Auditor General (CAG) reports before the House, which left the PAC largely inactive during that period.

“As you are all aware, the previous government failed to lay the copies of the CAG reports before the House, and the PAC was practically rendered defunct,” Gupta said, noting that not a single PAC report was presented in the last 15 years. He added that all CAG reports received by the government have now been laid before the House and referred to the PAC and the Committee on Government Undertakings (COGU).

Emphasising the importance of the PAC in ensuring transparency and accountability, Gupta described it as one of the most vital committees of the Assembly, entrusted with monitoring executive and financial actions to prevent corruption. “I am pleased that the Delhi Legislative Assembly has successfully brought the PAC back on track,” he said, commending the efforts of Chief Minister Rekha Gupta’s government.

Gupta highlighted that in just one year, the PAC has submitted three reports based on CAG findings, covering sectors including Health, Excise, and Vehicular Pollution. “I congratulate the Chairperson and the members of the PAC for this commendable effort,” he said, recognising the committee’s work in identifying irregularities and deficiencies in departmental functioning.

The Speaker further appreciated the PAC’s substantive recommendations and noted that several departments have already begun implementing corrective measures. He underscored the need for departments to submit Action Taken Notes (ATNs) on the PAC’s recommendations, in line with parliamentary conventions, to ensure follow-through and accountability.

“Therefore, all concerned departments are hereby directed to submit their ATNs within the stipulated timeframe mentioned in the reports. The Legislative Assembly Secretariat is also directed to immediately forward these reports to the respective departments for further necessary action,” Gupta said, signalling a renewed focus on effective legislative oversight and financial accountability in Delhi.
