Rajya Sabha adjourned till March 9, concluding first phase of Budget Session 2026.
The first phase of the ongoing Budget Session of Parliament concluded on Friday with the adjournment of the Rajya Sabha until March 9. The move followed a similar adjournment in the Lok Sabha earlier in the day, marking the beginning of a three-week recess for both Houses.
Before adjourning, 27 permitted Special Mentions by members present were deemed to have been laid on the table of the House. Special Mentions serve as a procedural device allowing MPs to raise urgent public issues without engaging in a full debate. Due to time constraints and the conclusion of the first phase, these matters were formally recorded without discussion.
The recess will allow parliamentary standing committees to undertake a detailed examination of the Union Budget 2026–27, presented earlier in the session. Committees will scrutinise ministry-wise demands for grants, expenditure proposals, and policy priorities. Their reports will play a crucial role in shaping debates and decisions when Parliament reconvenes.

The first phase, which began in late January, witnessed intense debates and frequent disruptions. Contentious issues included discussions around an interim India–US trade understanding, references to the unpublished memoir of former Army Chief General M.M. Naravane, and opposition protests over governance, economic policy, and national security concerns. Despite the turbulence, some legislative business was transacted, particularly in the Lok Sabha.
The adjournment comes amid a politically charged atmosphere, with the government defending its fiscal roadmap and reform agenda while opposition parties pressed for greater transparency and accountability. The second phase of the session is expected to focus on detailed budget discussions, passage of appropriation bills, and consideration of pending legislation before the financial year draws to a close.
