Rajasthan Assembly in Uproar Over Homeless Families Query in Bharatpur
Rajasthan Assembly erupts over questions on homeless families and PM Awas Yojana implementation.
A heated confrontation unfolded in the Rajasthan Assembly on Wednesday during Question Hour when Rashtriya Lok Dal MLA Subhash Garg raised concerns over homeless families in Bharatpur and their eligibility under the Prime Minister’s Awas Yojana. Garg pressed the Urban Development and Housing (UDH) Minister, Jhabar Singh Kharra, to provide specific numbers of landless families, prompting a tense exchange in the House.
Minister Kharra initially stated that details would be obtained from the District Collector and shared with the Assembly, but Garg insisted on an immediate answer. When the minister began explaining PM Awas Yojana eligibility criteria, Garg questioned whether the Homeless Policy-2022 mandated a survey of homeless families, demanding a direct “yes” or “no” response.
The discussion quickly escalated into a larger confrontation involving Parliamentary Affairs Minister Jogaram Patel and Leader of Opposition Tikaram Juli. Juli criticized ministers for intervening unnecessarily, remarking, “There is no need for lawyers here,” while Patel countered that opposition members should focus on questions rather than speeches. Loud exchanges continued as the debate intensified.

Industry Minister Rajyavardhan Singh Rathore intervened to clarify that the UDH Minister was prepared to answer both questions regarding homelessness and PM Awas Yojana, but the opposition objected to his participation. The Speaker repeatedly stepped in to maintain order as voices rose and disruptions continued in the House.
Earlier in the session, Revenue Minister Hemant Meena faced criticism for failing to give a clear response to a query on whether existing roads would be officially recorded as public roads. The Speaker urged a direct “yes” or “no” reply after the minister cited rules and circulars without providing clarity.
The incident underscores growing tensions in the Rajasthan Assembly over implementation of social welfare schemes, with opposition members demanding transparency on the Homeless Policy and PM Awas Yojana. The episode also highlights the challenges faced by lawmakers in providing precise data on critical governance issues.
