Punjab Farmers Stuck in Wheat-Paddy Trap as Budget Fails to Back Diversification Seriously

Punjab's budget reveals a massive gap between diversification intent and actual financial commitment.

Punjab’s 2026-27 state budget promotes crop diversification in theory, but the numbers show that paddy cultivation continues to dominate the state’s agricultural landscape. While the budget earmarks ₹15 crore to encourage farmers to shift from paddy to kharif maize, a massive ₹7,715 crore has been allocated for agricultural power subsidies, primarily supporting the irrigation of over 14 lakh tubewells during the paddy sowing season from mid-June to October.

Finance Minister Harpal Singh Cheema emphasized Punjab’s vital role in India’s food security, noting that the state, which contributes only about 3% of the country’s cultivated area, supplies nearly 40% of wheat and 31% of rice to the central grain pool. The power subsidy for paddy irrigation remains one of the largest single expenditures in the state budget, underscoring the continuing reliance on the wheat–paddy cycle despite official calls for diversification.

The budget also includes incentives for crop diversification, aiming to reduce the environmental impact of paddy cultivation and encourage more sustainable practices. However, experts say the financial emphasis on paddy irrigation reinforces existing patterns, making a significant shift towards maize or other alternative crops challenging.

Analysts argue that while the allocation for diversification is a step in the right direction, meaningful change will require stronger financial incentives, policy measures, and support systems to persuade farmers to move away from paddy and adopt less water-intensive crops.

The budget highlights the tension between sustainability goals and entrenched agricultural practices, reflecting the delicate balance Punjab must strike between supporting farmers and promoting environmentally responsible farming.
