Pinarayi Vijayan Criticises Satheesan’s Budget Over Kerala Development Vision

Leader of the Opposition in the Kerala Assembly, Pinarayi Vijayan, on Friday launched a strong critique of the state government's maiden Budget presented by Chief Minister V. D. Satheesan. Vijayan questioned the government's repeated claims of a severe financial crisis and argued that the Budget lacked a clear vision for Kerala's long-term development. According to him, the financial difficulties highlighted by the government appeared to be more political in nature than a reflection of the state's actual economic condition.
Addressing the media after examining the Budget proposals, Vijayan said the narrative of an impending financial crisis had been built through the White Paper and reinforced during the Budget presentation. However, he maintained that a detailed review of the document did not support the government's claims of serious financial danger. He alleged that the Budget focused heavily on political messaging rather than outlining a comprehensive strategy for economic growth, welfare, and infrastructure development.
The Opposition leader also expressed concern over what he described as reduced emphasis on welfare measures and key productive sectors such as agriculture and traditional industries. He noted that previous administrations had introduced several initiatives aimed at supporting farmers and strengthening the agrarian economy. According to Vijayan, the new Budget failed to present substantial measures to enhance agricultural productivity or provide additional support to farming communities, raising concerns about the sector's future growth.

Vijayan further criticised the government's references to the previous administration throughout the Budget speech, arguing that such remarks diverted attention from future planning. He claimed that several schemes announced in the Budget were existing programmes that had been repackaged under new names. He also pointed out that issues previously raised by Satheesan while serving as Leader of the Opposition appeared to have been omitted after he assumed the role of Chief Minister, raising questions about policy consistency.
A major area of concern highlighted by Vijayan was the government's increased emphasis on private sector participation in sectors such as mining, maritime development, healthcare, and land management. He alleged that proposals including the maritime policy, fisheries sub-plan, land bank initiative, and Kerala Health and Life Science City could potentially open public assets and services to private interests. He argued that these sectors should primarily safeguard public welfare and community interests rather than facilitate expanded private involvement.
Defending the role of the Kerala Infrastructure Investment Fund Board (KIIFB), Vijayan said the institution had significantly contributed to infrastructure development across the state over the years. He criticised proposals to restructure the body and warned against weakening established planning mechanisms. Concluding his assessment, Vijayan said the Budget failed to deliver the major surprises promised by the government and cautioned that its overall approach could weaken welfare priorities while increasing dependence on private participation in key sectors.
