Krishna Byre Gowda Seeks Clear Role Definition In Bengaluru Development Portfolio

Minister seeks clarity on Bengaluru development responsibilities.

Senior Karnataka minister Krishna Byre Gowda has sought clarity from Chief Minister D.K. Shivakumar over his responsibilities in the newly assigned Bengaluru Development portfolio, amid ongoing administrative confusion over the division of key urban governance powers. The issue has sparked political attention within the state government, as multiple agencies linked to Bengaluru’s infrastructure remain split between different authorities.

Byre Gowda, who has been entrusted with overseeing the Greater Bengaluru Authority (GBA), the Namma Metro (BMRCL), and the Bengaluru Water Supply and Sewerage Board (BWSSB), has not yet formally assumed charge. The hesitation reportedly stems from uncertainty over the distribution of control, with Chief Minister Shivakumar retaining direct oversight of key planning bodies such as the Bengaluru Development Authority (BDA) and the Bengaluru Metropolitan Region Development Authority (BMRDA).

The minister clarified that his concerns are not related to dissatisfaction but rather the need for administrative clarity before taking up a responsibility of such scale. He stated that effective governance requires a clearly defined mandate, especially when multiple agencies are involved in Bengaluru’s urban development. According to him, accountability can only be ensured when roles and authority are clearly structured.

Byre Gowda also confirmed that he has raised the issue with the Chief Minister, who has assured that a decision on the matter will be taken soon. He added that he does not view the situation as a power struggle, but as a matter of functional clarity necessary for efficient governance. The minister emphasized that Bengaluru’s development is a complex and demanding responsibility requiring coordinated decision-making.

Reports indicate that Byre Gowda had earlier travelled to New Delhi to consult with the Congress high command over the portfolio allocation, following internal discussions within the party regarding control of Bengaluru’s key urban development agencies. The restructuring of responsibilities has reportedly led to overlapping administrative roles, prompting the need for further clarification from the leadership.

The development comes in the backdrop of earlier internal differences within the state cabinet, including a dispute involving Water Resources Minister Ramalinga Reddy, who was eventually persuaded to withdraw his resignation after being denied the Bengaluru Development portfolio. As discussions continue, the state government is expected to finalize a clearer framework for urban governance in Bengaluru to avoid administrative overlap and ensure smoother execution of development projects.
