Karnataka Government Imposes Ban on Official Foreign Tours Until 2025 End

Officials must submit pending reports from earlier tours before any future overseas travel is considered.

The Karnataka government has imposed an immediate ban on all official foreign tours by its officials until the end of 2025, following widespread failure to submit mandatory reports after international study trips. The decision, announced in a circular dated September 23, 2025, and approved by Chief Minister Siddaramaiah, aims to enforce accountability and ensure that publicly funded travels yield tangible benefits for the state. Issued by the Department of Personnel and Administrative Reforms (DPAR), the directive underscores the government’s commitment to fiscal discipline and effective governance.

The circular mandates that officials who undertook foreign tours for study or research between August 2024 and July 2025 submit detailed reports, including findings and actionable recommendations, within one week of their return. However, many officials have failed to comply, prompting the government to tighten regulations. "Before submitting a proposal for permission for any future official foreign travel, officers must compulsorily submit the learning and implementation reports of their previous travels," the circular states, signed by Under Secretary T Mahantesh. Non-compliance will result in the rejection of new travel proposals, ensuring stricter oversight.

The ban, effective immediately and in place until further notice, reflects growing concerns over the misuse of state resources on international trips that often lack documented outcomes. Karnataka’s move follows similar measures in other states, where governments have scrutinized official travels amid economic pressures and public demands for transparency. The policy is expected to impact officials across departments, particularly those involved in capacity-building or technical study tours, which are often justified as opportunities to adopt global best practices but have faced criticism for inadequate follow-through.
