HC Gives Tamil Nadu 10 Days to Set Rules for Political Rallies

Madras High Court directs Tamil Nadu to frame rally safety rules after Karur tragedy.

The Madras High Court has directed the Tamil Nadu government to formulate and publish Standard Operating Procedures (SOPs) within 10 days for granting permissions to political rallies statewide. The order, issued by a bench led by Chief Justice Manindra Mohan Shrivastava and Justice G Arul Murugan, follows a series of public interest litigations triggered by the tragic stampede at a Tamilaga Vettri Kazhagam (TVK) rally in Karur last month, which claimed 41 lives, including women and children. The court has adjourned the matter to November 11 and invited suggestions from all political parties before finalizing the norms.

During the hearing, the bench strongly criticized the state’s practice of imposing “25 conditions” at the last minute, questioning how any organizer could comply within limited time. The court also raised concerns over alleged selective targeting of certain political groups. The government informed the court that draft guidelines are under preparation and, until the new SOPs are enforced, permissions will be restricted to designated venues only. Organizers must ensure basic amenities like drinking water and toilets, and no rallies will be allowed on national highways.

The state further assured that interim measures will remain in effect and that the new SOPs will include timely decision-making to avoid delays. TVK, represented in court, argued that police often grant approvals just three days before events, making safety arrangements nearly impossible. The party demanded fair and prompt permissions, alleging bias in restrictions. The government denied selective enforcement but acknowledged the need for structured timelines in the upcoming SOPs.

The Karur stampede, which occurred during a TVK event led by actor-politician Vijay, has sparked intense political and legal scrutiny. A CBI probe, monitored by the Supreme Court, is underway. While the DMK and police blamed Vijay’s seven-hour delay and an unsanctioned roadshow for the surge in crowd, TVK accused the ruling party and authorities of conspiracy and crowd control failure. Vijay has suspended his statewide campaign ahead of the 2026 elections and met victims’ families in Mamallapuram to offer condolences.

The court’s intervention aims to prevent future tragedies by enforcing safety, transparency, and accountability in political gatherings. With political tensions high, the final SOPs will be closely watched by all parties.
