Delhi CM Rekha Gupta Tables CAG Report In Assembly On Previous Government

Delhi Chief Minister Rekha Gupta on Tuesday presented a Comptroller and Auditor General (CAG) report during the Monsoon Session of the Delhi Legislative Assembly and accused the previous AAP government of financial mismanagement and alleged misuse of public funds. Gupta said the report raised serious questions over the handling of government resources and reiterated her administration's commitment to transparency, fiscal discipline and accountability.

Gupta alleged that the CAG report should have been presented in the Assembly earlier but was kept from the public by the previous government. She also alleged that the Public Accounts Committee (PAC) had become inactive during the AAP administration. According to the Chief Minister, shortcomings were found across multiple areas involving government spending, tenders, policies and subsidies.

The Chief Minister also questioned the previous government's utilisation of budgetary allocations. She said that against the Rs 80,798 crore budget for 2024-25, only around Rs 61,000 crore was spent. Gupta further alleged that funds made available for initiatives related to Yamuna cleaning, air pollution, garbage management and road improvement were not fully utilised.

Gupta also raised several specific issues, including alleged delays in Delhi Metro projects linked to the government's share of funding, the return of central funds allocated for the Ayushman health scheme and inadequate utilisation of funds for schools of excellence and ration-card services. She alleged that 32 schemes involving more than Rs 1,500 crore were announced but the sanctioned funds were not fully utilised.

The Chief Minister further criticised the previous administration over the Delhi Lakshmi Yojana and GST refunds to businesses. She alleged that the proposed monthly financial assistance scheme for women was not implemented despite repeated announcements, while claiming that her government had issued GST refunds worth Rs 1,313 crore in one year compared with Rs 695 crore issued during the previous administration.

Assembly Speaker Vijender Gupta said CAG Report No. 1 primarily contains audit observations, findings and conclusions concerning various Delhi government departments for 2022-23. The report covers issues including revenue losses involving stamp duty and registration fees, expenditure by the Delhi Subordinate Services Selection Board, power-sector subsidies, payments related to GTB Hospital, DSIIDC, e-procurement, the Public Works Department, LNJP Hospital, Delhi Transport Corporation and Delhi Jal Board. He also noted that the State Finances Audit Report, Report No. 2 of 2026, had been discussed and would be sent to the concerned departments for Action Taken Notes, after which the Public Accounts Committee would take further action.
