Congress Plans Monsoon Session Offensive Over Ram Temple Row, Delimitation And Paper Leaks

The Congress on Thursday announced an aggressive strategy for the upcoming Monsoon Session of Parliament, saying it will seek to hold the Narendra Modi government accountable on a range of issues, including the alleged theft of donations from the Ram temple, paper leak cases, inflation, foreign policy and what it described as the "systemic corrosion" of the country's education system. The Monsoon Session is scheduled to begin on July 20, with the opposition preparing to press the government on several contentious political and governance issues.

The party also said it would strongly oppose a number of legislative proposals expected to be introduced during the session, including proposed Constitution amendment bills related to delimitation and the removal of ministers and chief ministers. Congress leaders indicated that the party would adopt a "zero-compromise" approach in Parliament, arguing that the government must respond to concerns over governance, transparency and institutional functioning.

The strategy was finalised at a meeting of senior Congress leaders held at the residence of Congress Parliamentary Party chairperson Sonia Gandhi at 10 Janpath in New Delhi. The meeting was attended by Congress president Mallikarjun Kharge, Leader of Opposition in the Lok Sabha Rahul Gandhi, AICC general secretary K C Venugopal, Rajya Sabha Chief Whip Jairam Ramesh, senior leader P. Chidambaram, K. Suresh, Naseer Hussain, Manickam Tagore, Kumari Selja, Tariq Anwar, Shashi Tharoor, Manish Tewari and other senior party leaders.

Following the meeting, Kharge outlined the party's priorities for the session in a post on X. He said Congress would raise issues including the alleged Ram temple donation scam, paper leaks, alleged institutional capture, breaking of political parties, corruption allegations, rising prices, foreign policy failures, ethanol blending policies affecting vehicle owners, deforestation, and what the party described as continued attacks on the rights of Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs) and minorities. The party maintained that these issues warrant detailed discussion in Parliament and accountability from the government.

Among the issues expected to feature prominently is the controversy surrounding the alleged theft of donations from the Ram temple trust, which the Congress has labelled "Chanda Chori -- Astha se Dhoka" (theft of donations and betrayal of faith). The party also plans to target the government over recurring examination paper leaks, alleging that such incidents have undermined the credibility of the education system and adversely affected students across the country. In addition, Congress intends to question the Centre over inflation, unemployment, environmental concerns and India's foreign policy decisions.

The announcement sets the stage for a potentially stormy Monsoon Session, with the opposition expected to mount coordinated attacks on the government across multiple fronts. The Bharatiya Janata Party (BJP)-led National Democratic Alliance (NDA) is likely to defend its record and push ahead with its legislative agenda, setting up sharp debates on governance, constitutional reforms and public policy. As Parliament reconvenes, both the treasury benches and the opposition are expected to engage in intense discussions on issues that have dominated the national political discourse in recent months.
