Bihar’s Voter List Nears Completion with 98.2% Documents Submitted
Bihar’s Electoral Roll Update Nears Finish
The Election Commission of India (ECI) announced that 98.2% of Bihar’s 7.24 crore electors have submitted their documents for the Special Intensive Revision (SIR) of the state’s electoral roll, with just eight days remaining until the September 1 deadline. This milestone, achieved between June 24 and August 24, 2025, reflects an average daily submission rate of 1.64%, leaving only 1.8% of electors yet to comply.
The SIR, launched on June 24, aims to verify voter citizenship and ensure an accurate electoral roll ahead of Bihar’s upcoming assembly elections. The process involves collecting enumeration forms and supporting documents, with 243 Electoral Registration Officers (EROs) and 2,976 Assistant EROs conducting concurrent verification. The ECI emphasized that the claims and objections period, ending September 1, allows electors to correct errors in the draft rolls published on August 1 and submit missing documents.
Out of 7.24 crore electors, only 0.16% have filed claims or objections, including 10 from political parties and 1,21,143 from individual voters. Additionally, 3,28,847 new electors, aged 18 or above as of July 1 or October 1, have submitted Form 6 for enrollment.

Following a Supreme Court directive, the ECI now accepts Aadhaar or any of 11 specified documents for voter inclusion, addressing concerns over accessibility. The commission has urged the court to trust its process, assuring that decisions on claims and document verification will conclude by September 25, with the final electoral roll set for publication on September 30.
The SIR’s progress, supported by 90,712 Booth Level Officers and 1.60 lakh volunteers, signals Bihar’s readiness for transparent elections, with public participation driving the process forward.
