Allahabad HC Rejects PIL for Special Voter Revision in UP Panchayat Polls
Allahabad HC dismisses PIL demanding Special Intensive Revision for UP panchayat elections.
The Lucknow Bench of the Allahabad High Court has dismissed a public interest litigation seeking a Special Intensive Revision (SIR) of voters for the upcoming three-tier panchayat elections in Uttar Pradesh. The court termed the petition “devoid of merit” and saw no need to intervene in the State Election Commission’s ongoing process.
A division bench, comprising Chief Justice Arun Bhansali and Justice Jaspreet Singh, passed the order on a petition filed by Narendra Kumar Tripathi of Sant Kabir Nagar. The bench observed that merely seeking the application of voter revision guidelines from Lok Sabha and Assembly elections to panchayat polls did not warrant judicial intervention.
The court also noted that the SIR process had already commenced on July 18, 2025, with the provisional voter list scheduled for publication on December 23, 2025. The judges emphasized that the State Election Commission had followed due procedure, leaving no substantial reason for the court to interfere.

The voter revision exercise has resulted in a significant increase in the electorate. A total of 1,81,96,367 new voters were added during the revision drive, while 1,41,76,809 names were removed. This resulted in a net increase of 40,19,558 voters, marking a 3.26 percent rise from the previous list.
State Election Commissioner R.P. Singh said the deletions included deceased, displaced, and duplicate voters, with duplicate entries forming the largest category at 53,67,410. Additionally, around 1.05 lakh first-time voters in the 18 to 23 age group were added to the list.
Singh emphasized that priority was given to including new eligible voters while ensuring no ineligible names remained. The highest increase in voters was recorded in the Terai districts, reflecting the ongoing efforts to maintain an accurate and comprehensive electoral roll ahead of the UP panchayat elections.
