ACB Arrests Satyendar Jain In Delhi Jal Board Case Amid Ongoing ED Investigation

Aam Aadmi Party (AAP) leader and former Delhi minister Satyendar Jain was arrested by the Delhi government's Anti-Corruption Branch (ACB) in connection with an alleged irregularities case involving Delhi Jal Board (DJB) sewage treatment plant projects. Jain was among six people arrested in the case, which concerns alleged manipulation of tender conditions and financial irregularities in the awarding of contracts. The ACB also arrested former DJB chief executive officer and IAS officer Udit Prakash Rai and four others. According to the agency, the investigation relates to the tendering process for augmentation and upgradation of sewage treatment plants.
The allegations include the use of restrictive technical specifications that allegedly favoured a particular technology provider. The significance of the latest arrest is that the underlying corruption case is connected to a money laundering investigation already being pursued by the Enforcement Directorate (ED). The ED had earlier investigated the alleged proceeds arising from the DJB-related irregularities and filed a chargesheet in the money laundering case. The ED's chargesheet is currently pending consideration before Special Judge Dig Vinay Singh at the Rouse Avenue Courts in Delhi. During a hearing on August 7, the court asked the prosecution to obtain instructions regarding the status of the investigation into the alleged predicate offence — the ACB case — before considering the ED chargesheet for cognisance.
The next hearing is scheduled for September. The alleged DJB tender irregularities concern sewage treatment plant projects in Delhi. Investigators are examining whether tender conditions were manipulated in a manner that benefited particular entities and whether money was subsequently generated or transferred through the alleged arrangement. The ED's money laundering proceedings are dependent on the underlying alleged criminal activity being investigated by the ACB. Jain's latest arrest also marks another legal development for the former Delhi minister, who previously spent around 18 months in custody in a separate Enforcement Directorate money laundering case before being granted bail in October 2024.

The earlier case had generated a major political dispute between the AAP and the BJP, with AAP leaders repeatedly rejecting allegations against Jain. The current case, however, concerns alleged corruption in the DJB's sewage treatment plant tendering process and is being investigated by the ACB. The six arrests represent a significant escalation in that investigation, while the parallel ED proceedings mean the alleged financial aspects of the case are also before the courts. The latest development is likely to intensify political debate in Delhi, with the AAP and BJP already trading accusations over the case.
AAP leaders have described the arrest as politically motivated, while the BJP has maintained that the investigation has uncovered evidence of financial wrongdoing. The allegations remain subject to judicial proceedings and have not been established as guilt against the accused. With the ACB investigation now resulting in arrests and the ED's chargesheet awaiting consideration by the Rouse Avenue court, the DJB case has entered a crucial phase. Further proceedings will determine how the alleged tender manipulation and money trail develop, as well as whether the ED's money laundering case is formally taken cognisance of by the court.
