Nepal PM Faces Questions Over Private Leadership Approach And Youth Support

Nepal Prime Minister Balendra Shah, popularly known as Balen, is facing increasing scrutiny over his reclusive style of governance and limited engagement with key constitutional institutions. Four months after taking office, his preference for minimal public appearances and reduced interaction with Parliament and President Ramchandra Paudel has sparked debate over whether his unconventional approach aligns with the expectations of a parliamentary democracy.

The Kathmandu Post recently highlighted Shah’s limited engagement with President Paudel, reporting that the Prime Minister has largely restricted interactions with the head of state to formal occasions such as swearing-in ceremonies and official events. The report raised questions over the absence of regular consultations between the two leaders on important government decisions.

According to reports, major constitutional activities, including Cabinet reshuffles, parliamentary sessions and the issuance of ordinances, have moved forward without the traditional direct briefings between the Prime Minister and the President. Officials at the President’s office were quoted as expressing concerns over what they described as a departure from established democratic practices.

Shah has also faced criticism over his participation in parliamentary proceedings. Earlier reports pointed to his absence from key sessions, including the first meeting of the House of Representatives in April and discussions on government policies in May. On one occasion, he reportedly left Parliament shortly after arriving during a session where President Paudel was presenting the government’s agenda.

Critics have argued that the Prime Minister’s presence in Parliament is an important responsibility in a parliamentary system, where the head of government is expected to engage directly with lawmakers and explain government plans. Opinion pieces in Nepali media have questioned whether Shah’s limited appearances reflect discipline and focus or a lack of engagement with democratic institutions.

However, Shah’s supporters view his approach differently, arguing that he represents a break from traditional political styles. They say previous leaders spent significant time in political discussions and speeches, while Shah focuses more on administrative work and delivering results outside conventional political platforms.

Balen Shah’s reserved public image was also evident during the March election campaign, when he avoided large rallies and relied heavily on social media outreach and symbolic messaging. This approach appealed to many young voters frustrated with Nepal’s traditional political culture and helped build his image as an alternative leader.

However, the same style that helped him gain popularity is now being questioned as he manages the responsibilities of national leadership. Analysts suggest that maintaining distance from political institutions may risk being interpreted as disengagement or arrogance unless balanced with greater communication and participation in Nepal’s constitutional framework.
