India, Russia Agree to Enhance Cooperation in Countering Terrorism
India-Russia deepen cooperation against terrorism and security threats.
India and Russia have agreed to further strengthen cooperation in countering terrorism, violent extremism, radicalisation and terror financing during the 14th meeting of the India-Russia Joint Working Group (JWG) on Counter Terrorism held in New Delhi. The two countries discussed ways to address evolving security challenges and enhance coordination against terrorist activities.
The meeting was held on July 8 and was co-chaired by Sibi George, Secretary (West) in the Ministry of External Affairs (MEA), and Dmitry Lyubinsky, Deputy Minister of Foreign Affairs of Russia. Representatives from relevant departments and agencies of both countries participated in the discussions focused on global and regional terrorism-related challenges.
During the meeting, India and Russia strongly condemned terrorism in all its forms and manifestations, including cross-border terrorism. Both sides also condemned the terrorist attack in Pahalgam last year and the terror incident near the Red Fort on November 10, 2025, calling for coordinated international efforts against terrorist groups and their networks.

The two countries shared their experiences in tackling terrorism and agreed to improve cooperation in areas including preventing radicalisation, disrupting terror financing and addressing the misuse of new and emerging technologies. They also discussed concerns related to the use of digital financial platforms and technological tools for terrorist activities.
India and Russia reviewed current and emerging terrorist threats at international and regional levels and reaffirmed their commitment to strengthening cooperation through bilateral and multilateral platforms. The two sides agreed to continue working together at forums such as the United Nations, BRICS and the Shanghai Cooperation Organisation (SCO).
Both countries decided to hold the next meeting of the Joint Working Group on Counter Terrorism in Russia on a mutually convenient date. The previous, 13th meeting of the India-Russia JWG on Counter Terrorism was held in Moscow in November 2024 and was co-chaired by Tanmaya Lal, Secretary (West), and Sergey Vershinin, Deputy Minister of Foreign Affairs of Russia.
