High Court crackdown intensifies scrutiny on Parvati Valley raves

Parvati Valley in Himachal Pradesh has come under intensified scrutiny following a crackdown on rave parties, after judicial intervention by the Himachal Pradesh High Court highlighted alleged administrative failures in controlling large-scale gatherings and associated drug-related concerns in the region. Parvati Valley, a remote and scenic area in Kullu district, has long been known for its isolation, which has made it a preferred destination for underground music gatherings and rave events. Over time, the region has also developed a reputation linked to cannabis cultivation and trade, particularly Malana Cream, and reports of synthetic drug use have further raised concerns among authorities and residents.

The matter escalated after the Himachal Pradesh High Court ordered the transfer of senior officials in Kullu district, including the Deputy Commissioner, Superintendent of Police, and Sub-Divisional Magistrate. The court cited their alleged failure to maintain public order and prevent nuisance linked to such gatherings, particularly in areas near Kasol where unregulated events have reportedly taken place despite prior warnings.

According to court proceedings, the case relates to a ticketed event organised at Green Forest-I and Green Forest-II in Grahan near Kasol between June 7 and June 11. The court noted that entry tickets were reportedly priced between ₹6,000 and ₹10,000, attracting attendees from different parts of India and abroad. The event was alleged to have drawn a large crowd to an isolated forest location with temporary infrastructure.

A division bench of the High Court, while hearing a Public Interest Litigation (PIL) on rave parties and drug abuse in Kullu and Mandi districts, observed that authorities had failed to take adequate preventive action despite warnings about potential drug consumption, trafficking, and other unlawful activities. The court also directed the state government to register an FIR, form a Special Investigation Team (SIT) headed by a senior officer not below the rank of Deputy Inspector General, and initiate departmental proceedings against the officials concerned.

Further reports submitted by the District Legal Services Authority (DLSA) indicated that the venue was set up in an isolated forest area with around 50 camping tents, private security arrangements, and infrastructure capable of hosting large gatherings. Following the crackdown and increased enforcement, local residents say organisers and participants are now shifting such events to regulated campsites, cafés, and other authorised venues within Parvati Valley.
