Delhi Unauthorised Colonies: Centre Set to Announce Building Regularisation Policy Today

The centre may regularise residential and small commercial buildings in Delhi's unauthorised colonies today.

The Union government is expected to announce a new policy on Tuesday to regularise residential and small commercial buildings — up to 20 square metres — in the unauthorised colonies of Delhi. The move aims to provide legal recognition to residents and simplify the process for property ownership and building approvals.

The Ministry of Housing and Urban Affairs (MoHUA) confirmed that Housing and Urban Affairs Minister Manohar Lal and Lieutenant-Governor Taranjit Singh Sandhu will hold a press conference on Tuesday. The briefing will focus on the “regularisation of unauthorised colonies on an as-is-where-is basis”, with streamlined procedures to enable residents to obtain both ownership rights and building regularisation. Delhi Chief Minister Rekha Gupta will also attend the event.

The policy forms part of the broader PM-UDAY initiative, implemented by the Delhi Development Authority (DDA). As of January 25, 2026, only 20,228 conveyance deeds and 18,462 authorisation slips had been executed by the DDA, highlighting the need for a more efficient regularisation framework. The initiative is expected to accelerate approvals and provide legal clarity to thousands of residents living in these colonies.

In parallel, the MoHUA on Monday notified a new transit-orientated development (TOD) policy aimed at increasing the affordable housing stock in Delhi. The TOD framework is expected to support integrated urban planning by linking housing, commercial spaces, and public transport, creating a more sustainable and commuter-friendly city.

The move follows the National Capital Territory of Delhi (Recognition of Property Rights of Residents in Unauthorised Colonies) Act, 2019, which was passed just ahead of the 2020 Delhi Assembly elections. The upcoming policy announcement is expected to give the law practical implementation, enabling residents of unauthorised colonies to gain legal property rights and simplified building approvals without prolonged bureaucratic hurdles.
