Congress Secures Upper House Control Amid Cross-Voting Developments

Cross-voting helped Congress secure control of the state upper house.

The Congress has secured an unexpected fifth seat in the Karnataka Legislative Council elections after significant cross voting by legislators from the Bharatiya Janata Party (BJP) and Janata Dal (Secular) (JD-S), delivering a notable political boost to Chief Minister DK Shivakumar in what is being viewed as an early test of strength for the ruling party in the Upper House. The Congress won five of the seven seats contested in the elections held on Thursday, while the BJP secured the remaining two. The JD(S), which had been counting on support from BJP legislators to secure representation, suffered a setback after its candidate Govindraju was defeated.

The outcome ensured that Congress not only met its expected tally but also exceeded it, strengthening its position in the 75-member Legislative Council. Preliminary indications suggest that at least 11 legislators from opposition parties deviated from party lines and voted in favour of Congress candidates. This includes an estimated six BJP legislators and between four and eight JD(S) members, though the exact distribution is likely to be confirmed only after internal scrutiny of ballot papers by the respective parties. One BJP vote was declared invalid during counting, further adding to the uncertainty over precise vote alignment.

The Congress, which holds 134 seats in the 224-member Karnataka Legislative Assembly, had the numerical strength to comfortably win four council seats on its own. However, securing a fifth seat required additional support from at least six legislators beyond its official strength. The final result indicated that the party managed to attract more than the minimum required number of cross votes, allowing it to claim an extra seat and expand its representation in the Upper House. In addition to cross voting from opposition benches, Congress also benefited from backing by several independent and expelled legislators.

Independents Latha Mallikarjun, KH Puttaswamy Gowda and Darshan Puttannaiah extended support to Congress candidates, strengthening the party’s position during the tightly contested election. Expelled BJP legislators ST Somashekhar and Shivaram Hebbar are also reported to have voted in favour of Congress nominees, further contributing to the ruling party’s advantage. Political observers view the outcome as a significant morale booster for the Congress government, particularly for Chief Minister DK Shivakumar, who is navigating his first major legislative challenge in the Upper House since taking office. The result is being interpreted as evidence of shifting political dynamics within the state, with potential indications of internal dissatisfaction or strategic realignment among opposition legislators.

For the BJP and JD(S), the results have raised questions about party discipline and internal cohesion, especially in tightly contested legislative scenarios where even a small number of defections can alter outcomes. Both parties are expected to conduct detailed reviews to identify the legislators involved in cross voting and assess the reasons behind the deviation. The Congress leadership, meanwhile, is likely to frame the result as a reaffirmation of its political strength in Karnataka, particularly in managing legislative numbers and securing outcomes beyond its expected arithmetic strength. With the Legislative Council playing a key role in shaping state legislation, the increased representation is expected to provide the ruling party with greater stability in pushing its legislative agenda in the months ahead.
