BJD Reshuffles Rajya Sabha Leadership, Appoints Manas Ranjan Mangaraj
BJD appoints Manas Ranjan Mangaraj as its new Rajya Sabha parliamentary party leader.
The Biju Janata Dal (BJD) on Monday announced a reshuffle in its parliamentary leadership in the Rajya Sabha, appointing senior MP Manas Ranjan Mangaraj as the new Leader of the party in the Upper House.
The decision was taken by BJD president and former Odisha Chief Minister Naveen Patnaik as part of an internal reorganisation following recent biennial elections and the retirement of several senior Members of Parliament. The party currently has six members in the Rajya Sabha.
Alongside Mangaraj’s appointment, senior party leader and MP Sulata Deo has been named Deputy Leader and Chief Whip of the BJD Parliamentary Party in the Rajya Sabha. The party has formally communicated the changes to the Chairman of the Rajya Sabha, seeking official recognition of the new leadership structure.

In its communication, the BJD stated that the appointments were made to streamline parliamentary functioning and ensure effective representation of the party in the Upper House. The reshuffle comes at a time when the party is seeking to consolidate its organisational structure in Parliament following recent political and electoral developments.
Manas Ranjan Mangaraj, who was elected to the Rajya Sabha in July 2022, has previously served as Media and Public Relations Advisor to the Government of Odisha during the BJD’s tenure in power between 2019 and 2024. He has also held responsibilities within the party as General Secretary for Media Affairs, reflecting his longstanding association with the organisation’s communication and political strategy wings.
The leadership change follows the resignation of senior BJD leader Dr Sasmit Patra from the post of Parliamentary Party Leader in the Rajya Sabha. His resignation was accepted earlier this month by party president Naveen Patnaik. Reports suggest internal differences within the party had emerged over parliamentary decisions, contributing to the leadership transition.
Political observers note that the reshuffle indicates an effort by the BJD to reset its parliamentary coordination amid internal disagreements and shifting political dynamics. The party, however, has not officially commented on reports of internal rifts, maintaining that the changes are part of routine organisational restructuring.
