14,700 Surplus Teachers Seek Transfer, 32,388 New Recruitments to Follow

More than 14,700 surplus teachers have applied for transfers under Bihar's newly introduced teacher adjustment and rationalisation policy within two days of the launch of the dedicated online portal, signalling a strong response to the state's latest education reform initiative. The transfer process is being carried out through the e-Shikshakosh portal, launched under the Bihar State Teacher Transfer Rules, 2026, to facilitate the redistribution of surplus teaching staff across government schools.

Addressing a press conference on Friday, Bihar Education Minister Mithilesh Tiwari said that 14,796 surplus teachers had successfully submitted their online applications for transfer. In addition, 7,795 teachers had completed their application forms and saved them on the portal but were yet to submit them. The figures indicate significant participation from teachers seeking reassignment under the new policy aimed at balancing teacher availability across schools.

The teacher adjustment and rationalisation policy has been introduced to address disparities in the distribution of teaching staff, with some schools having excess teachers while others face shortages. Through the e-Shikshakosh portal, eligible teachers can register and indicate their preferred schools for transfer, enabling the education department to deploy personnel more efficiently and improve the availability of teachers where they are most needed.

The minister also announced that once the transfer and rationalisation process is completed, the state government will initiate the recruitment of 32,388 new teachers. The upcoming appointments are expected to strengthen Bihar's school education system by filling vacancies that remain after the redistribution of surplus teachers. Officials believe the combined approach of transfers and fresh recruitment will help ensure a more balanced and effective teaching workforce across the state.

The transfer exercise forms part of the Bihar government's broader efforts to improve the quality and accessibility of school education through administrative reforms and better resource management. By reallocating existing teachers before undertaking new recruitment, the state aims to optimise manpower while reducing staffing imbalances that have affected educational institutions in several districts.

With thousands of applications already submitted and many more in progress, the initiative marks one of the largest teacher rationalisation exercises undertaken in Bihar in recent years. The planned recruitment of over 32,000 teachers following the completion of the transfer process is expected to further strengthen the state's education sector and improve classroom teaching across government schools.
