Joseph Vijay has expanded his Cabinet in a significant political move, inducting 21 MLAs from his party TVK and two MLAs from its ally Indian National Congress. The expansion comes after weeks of political negotiation following the May 4 election results, in which TVK emerged as the single largest party but fell short of a clear majority in the 234-member Tamil Nadu Assembly. The Chief Minister had earlier taken oath with nine ministers on May 10 amid intense bargaining over coalition support.

The current Cabinet expansion reflects the delicate balance of coalition politics that brought the TVK-led government to power. With support from allies including Congress, the Left parties, Viduthalai Chiruthaigal Katchi (VCK), and Indian Union Muslim League (IUML), the government secured the required majority in the Assembly. While Congress MLAs were inducted into the Cabinet, both VCK and IUML were notably absent from this round of appointments, raising questions about internal alliance dynamics.

According to sources, the TVK government has allocated Cabinet capacity up to 35 ministers, as permitted under constitutional provisions based on the size of the House. At present, 32 positions have been filled, leaving three posts vacant as a conciliatory signal to the VCK and IUML. Party insiders indicate that both allies have been assured Cabinet berths, but have yet to formally name their nominees. This delay has led to speculation that negotiations over portfolio allocation are still ongoing.

Political observers suggest that the hesitation from VCK and IUML reflects a cautious approach toward their long-term alignment with the TVK government. Both parties have historically maintained close ties with the opposition Dravida Munnetra Kazhagam and are reportedly weighing whether a full break from the DMK ecosystem would be strategically beneficial. Analysts believe the two parties may be observing the government’s stability and administrative direction before committing their ministers to the Cabinet.

Another key factor influencing the delay is the possibility of bargaining for more influential portfolios. By withholding names for Cabinet positions, both VCK and IUML may be seeking stronger representation in key ministries. Political discussions in the state also recall earlier speculation about major realignments following the election, including fragmented support within rival parties such as the All India Anna Dravida Munnetra Kazhagam, which has further complicated coalition calculations.

For now, the TVK government continues to operate with partial alliance participation, while maintaining open channels with its key partners. Sources suggest that VCK and IUML are likely to join the Cabinet at a later stage once negotiations are finalised. Political watchers say the coming weeks will be crucial in determining whether these allies formally integrate into the government or continue supporting it from the outside, as Tamil Nadu’s coalition landscape remains in flux.
