Union Cabinet Approves BHAVYA Scheme WIth Rs 33,660 Crore For Industrial Parks

The Union Cabinet, chaired by PM Narendra Modi, has approved the Bharat Audyogik Vikas Yojna (BHAVYA), a major industrial development initiative aimed at boosting manufacturing and economic growth across the country. With an outlay of ₹33,660 crore, the scheme seeks to develop 100 plug-and-play industrial parks designed to provide ready-to-use infrastructure for businesses. The announcement marks a significant step in India’s efforts to strengthen its industrial ecosystem and attract both domestic and global investments.
According to the government, BHAVYA will focus on building world-class infrastructure to unlock India’s manufacturing potential. The scheme will be implemented in partnership with state governments and private sector players, ensuring collaborative execution. Described as "sector-agnostic", it will cater to a wide range of industries, allowing flexibility in investment and development. Officials have indicated that up to 50 industrial parks will be taken up in the first phase, based on the readiness and quality of proposals submitted by states.
A key objective of the scheme is to enhance ease of doing business by simplifying regulatory processes and reducing delays. The industrial parks will feature pre-approved land, integrated utilities, and streamlined single-window clearance systems, enabling companies to move quickly from planning to production. By offering plug-and-play facilities, the initiative aims to eliminate common bottlenecks such as land acquisition issues and infrastructure gaps that often slow down industrial projects in India.

Under BHAVYA, industrial parks ranging from 100 to 1,000 acres will be developed with financial support of up to ₹1 crore per acre. The funding will cover core infrastructure such as roads, drainage systems, underground utilities, and administrative services, along with value-added facilities like ready-built factory units, testing labs, and warehousing. Additionally, social infrastructure, including worker housing and support amenities, will be integrated into these parks to create self-sustained industrial ecosystems.
The scheme also places a strong emphasis on sustainability and future-ready infrastructure. The parks are expected to incorporate green energy solutions, efficient resource management, and underground utility corridors to create a “no-dig” environment. These features aim to ensure uninterrupted industrial operations, improved maintenance efficiency, and environmentally responsible development, aligning with global standards for modern industrial zones.
BHAVYA is projected to generate large-scale employment opportunities across manufacturing, logistics, and service sectors, benefiting millions of workers and businesses. The initiative will be implemented nationwide, promoting balanced regional development and strengthening domestic supply chains. It will particularly benefit MSMEs, startups, and global investors seeking ready infrastructure, while also supporting local communities and service providers. The programme will be anchored by the National Industrial Corridor Development Corporation, which is already overseeing multiple industrial corridor projects across the country.
