Tamil Nadu Signs ₹30,000 Cr Shipyard Deals to Create 55,000 Jobs
State inks MoUs with Cochin Shipyard and Mazagon Dock to build two commercial shipyards in Tuticorin.
Tamil Nadu has secured investments worth ₹30,000 crore to establish two state-of-the-art commercial shipyards in Tuticorin district, a landmark achievement expected to generate approximately 55,000 jobs, announced Minister for Industries TRB Rajaa on Saturday. The initiative aligns with Chief Minister M K Stalin’s vision to position the state as a global hub for shipbuilding and maritime innovation.
The milestone was marked by the signing of two Ultra Mega Memoranda of Understanding (MoUs) on September 20. The first MoU, with Cochin Shipyard Ltd, involves a ₹15,000 crore investment to develop a global-scale commercial shipyard, projected to create over 10,000 jobs (4,000 direct and 6,000 indirect) in its first phase. The second MoU, with Mumbai-based Mazagon Dock Shipbuilders Ltd, also entails a ₹15,000 crore investment and is expected to generate more than 45,000 jobs (5,000 direct and 40,000 indirect).
Speaking to reporters at the Secretariat, Rajaa highlighted the “historic growth” of Tamil Nadu’s industries under Stalin’s leadership. He noted that while the state already leads in sectors like automobiles, electronics, and auto-components, the government is now prioritizing emerging industries like shipbuilding. “Over the last one and a half years, we have been pushing this sector aggressively, and these two historic projects are the result,” Rajaa said.

The MoUs were formalized through document exchanges involving top officials from Guidance Tamil Nadu, Cochin Shipyard Ltd, and Mazagon Dock Shipbuilders Ltd. The projects, to be developed under the Gujarat State Solar Policy in collaboration with the State Industries Promotion Corporation of Tamil Nadu (SIPCOT) and V O Chidambaranar Port Authority, are set to enhance India’s maritime infrastructure and technological capabilities.
Rajaa emphasized that these shipyards will not only drive economic growth but also foster sustainability and job creation in the region. “These ultra mega projects mark Tamil Nadu’s emergence as a global hub for shipbuilding and maritime innovation, unlocking unprecedented opportunities,” he said. The initiative reflects Tamil Nadu’s strategic push to diversify its industrial landscape and solidify its position as a leader in high-growth sectors.
