Tamil Nadu Orders End to Police Orderly System with New Monitoring Panels
Tamil Nadu government issues G.O. to form district-level committees for abolishing the orderly system in police.
The Tamil Nadu government has taken decisive action to end the long-standing practice of engaging police personnel as personal orderlies for higher officials. On January 21, a Government Order (G.O.) was issued to establish district-level monitoring committees across the state to oversee the abolition of this system.
The development was shared before the Madras High Court by Advocate General P.S. Raman, who submitted a copy of the G.O. during the hearing of a plea that highlighted the inadequacy of police personnel due to their misuse for personal and household duties by senior officers.
The division bench of Justices S.M. Subramaniam and C. Kumarappan directed the state to ensure “effective monitoring and steps” for the complete eradication of the orderly system. The Advocate General assured the court that the government would take all necessary measures to implement the reforms promptly.

In previous hearings, the court had expressed concern over what it termed a “slavery system,” in which police personnel were compelled to perform private tasks for higher-ranking officials. The AG had indicated that the government was considering the formation of committees to monitor and enforce the abolition of this practice.
The Home Secretary has also issued directives to the Director General of Police (DGP), outlining the steps required to eliminate the misuse of police personnel as orderlies. Copies of these communications were submitted to the court, demonstrating the administration’s commitment to compliance.
Officials say the district-level monitoring committees will be responsible for tracking complaints, reviewing adherence to the directives, and reporting any violations. Authorities hope this move will improve police efficiency, ensure fair deployment of personnel, and restore public confidence in law enforcement operations.
