Shivakumar Seeks Feedback On Bill Granting Apartment Owners Property Rights

Karnataka Chief Minister D.K. Shivakumar on Wednesday assured apartment owners in Bengaluru that the state government is committed to providing complete ownership rights and resolving long-standing issues related to property documentation, maintenance, and civic services. He invited suggestions and objections from citizens on the proposed Karnataka Apartment (Ownership and Maintenance) Bill, 2026.
Addressing representatives of apartment associations, Shivakumar said the proposed legislation aims to protect the interests of property buyers and ensure that citizens have full rights over properties they purchase. He said feedback on the bill can be submitted to Bengaluru Development Minister Krishna Byre Gowda until August 6, adding that public opinions within the legal framework would be considered.
The Chief Minister said buying a home is one of the biggest achievements for most families and acknowledged the difficulties people face during registration, documentation, and after taking possession of properties. He highlighted the government’s proposed “Bhu Guarantee” initiative, describing it as a measure aimed at strengthening property rights and addressing ownership-related concerns.

Shivakumar also highlighted Karnataka’s efforts to digitise property records through the e-Khata system. He said out of around 40 lakh properties in Bengaluru, e-Khatas have been issued for nearly 26 lakh properties, calling the initiative a major reform that has taken digital property services closer to citizens.
Discussing challenges faced by apartment residents, the Chief Minister said the government was working on issues related to sewage treatment plants, drinking water supply, and groundwater conservation. He added that projects such as the Cauvery Phase V water supply initiative and rainwater harvesting measures were being considered to improve Bengaluru’s urban infrastructure.
Shivakumar said the government would work with developers to address difficulties in transferring property documents and ensure smoother ownership processes. He also spoke about broader plans for Bengaluru, including decentralisation through the proposed creation of five city corporations, infrastructure improvements, redevelopment projects, and support for economically weaker sections seeking housing.
Highlighting Bengaluru’s economic importance, Shivakumar said global investors continue to view the city as a major investment destination due to its technology ecosystem and comparatively affordable property market. He also mentioned major infrastructure projects, including the 132-km Peripheral Ring Road, proposed as the Bengaluru Business Corridor, and said the government was working to address traffic, road, and urban growth challenges. Ministers Krishna Byre Gowda, Byrathi Suresh, K.J. George, BDA Chairman N.A. Harris, and Apartment Association President Rajeev Gowda attended the interaction.
