Railway Employee Arrested For Raping Passenger After Promising Confirmed Ticket at Rourkela Station

A 54-year-old railway employee has been arrested for allegedly raping a 20-year-old passenger at Rourkela railway station after offering to help her secure a confirmed train ticket. Police said the woman was travelling with her two cousins and had been trying to arrange onward travel to Bengaluru when the incident allegedly occurred. The accused, identified as Kapileshwar Singh, worked as a valve operator with the railways.

The woman and her cousins had reached Rourkela after mistakenly boarding the wrong train while travelling towards their destination. They had initially planned to travel on the Hatia-Yasvantpur Express from Titlagarh but later arrived at Rourkela at around 9am. When they were unable to obtain a confirmed ticket, the woman’s cousins went to make enquiries about their journey. Police said Singh then approached the woman and offered to arrange a confirmed ticket for her.

According to the police complaint, Singh allegedly took the woman to an operator room near the Officers’ Rest House on the station premises. He allegedly locked the room from inside and sexually assaulted her. Police said the accused subsequently threatened the woman against reporting the incident and allegedly offered her ₹2,000. The woman escaped when Singh allegedly attempted to assault her again and then informed her cousins about what had happened.

The woman and her cousins subsequently approached the Government Railway Police and lodged a complaint. Police arrested Singh and sent him to jail, while medical examinations of both the accused and the woman were conducted as part of the investigation. Officials said the woman has been placed at a centre for women affected by violence in Rourkela, where she is receiving support.

Railway authorities have also taken disciplinary action against Singh following the allegations. A senior railway official said Singh had been dismissed from service and would not receive pensionary benefits. The railways also said it was cooperating with police in the investigation. The case remains under investigation, and the woman’s statement is expected to be recorded before a magistrate.

Police said the investigation will examine the circumstances surrounding the alleged assault and gather evidence connected to the incident. The arrest and departmental action followed the complaint, while further proceedings will depend on the evidence collected by investigators and statements recorded during the case. Authorities have not indicated any further details about the investigation beyond the action already taken.
