Pune RFD Project Under Scanner for Environmental Clearance Violations on Mutha River
State orders inquiry into Pune River Rejuvenation project after activist alleges environmental clearance violations.
The Pune Riverfront Development (RFD) project has come under official scrutiny after allegations of violations of environmental clearance conditions during ongoing work on the Mutha River. The Maharashtra Environment and Climate Change Department has directed the Pune Municipal Corporation, the Maharashtra Pollution Control Board (MPCB), and the state Water Resources Department to immediately conduct an inquiry into the claims.
The allegations were raised by civic activist Sarang Yadwadkar, who has questioned whether the project has altered the river’s natural flow and reduced its flood-carrying capacity. According to the complaint, changes made during construction could affect how the Mutha River handles heavy water discharge, especially during the monsoon season. These concerns have intensified debate around the environmental impact of urban riverfront redevelopment projects.
The Pune civic body is implementing the River Rejuvenation project, also known as the Riverfront Development initiative, with the stated aim of beautifying the river area and making it more accessible for public recreation and civic use. Supporters of the project say it is designed to improve public spaces, strengthen infrastructure, and enhance the city’s riverbanks through planned development.

However, the fresh inquiry indicates growing regulatory attention on whether such development complies with approved environmental norms. Officials from the state environment department confirmed that the complaint had been received, and relevant agencies were asked to investigate immediately. The outcome of the probe could influence future execution of the project and wider discussions on balancing urban development with ecological protection in Pune.
