Prohibitory Order Imposed Within 5 Km Radius Of Guwahati Raj Bhavan
BNSS Section 163 bans gatherings, loudspeakers, and movement; two-month limit; appeals allowed.
Authorities in Guwahati have enforced prohibitory orders under Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNSS) within a 5 km radius of the Raj Bhavan, prohibiting any activities that could threaten the area's security and sanctity. The directive, issued by Deputy Commissioner of Police (Central) Amitabh Basumatary on Wednesday, aims to safeguard the official residence of Assam's governor, ensuring a peaceful environment for essential government functions.
The order highlights concerns over potential threats from activities near the high-security zone, emphasising the need for heightened vigilance. It explicitly bans public gatherings, protests, rallies, or demonstrations; the use of loudspeakers, fireworks, crackers, or noise-producing devices; unauthorised vehicle or individual movements without prior approval; and any construction or disruptive actions that could compromise security or cause disturbances.
Effective immediately and set to remain in force for the next two months, the measures underscore preventive steps to maintain order around this sensitive location. Violators will face penalties under relevant BNSS provisions. Individuals aggrieved by the order can submit written objections to the DCP (Central) for possible cancellation or modification.

This move comes amid broader efforts to enhance security protocols in key government areas, potentially in response to recent regional tensions or general safety concerns. Local residents and organisations are advised to comply, with police likely to increase patrols in the vicinity to enforce compliance. The Raj Bhavan, a symbol of gubernatorial authority, has occasionally been a focal point for public demonstrations, making such restrictions a tool for preempting unrest. Authorities have not specified any immediate triggers but stress the order's role in preserving tranquillity.
