Prime Minister Narendra Modi has addressed 19 foreign parliaments between 2014 and 2026, marking a record for any Indian executive head and surpassing the combined total of such addresses by previous prime ministers from the Congress party.
This milestone was achieved with Modi's recent speech at a special plenary session of Israel's Knesset on February 25, 2026, during his official visit to Jerusalem. He became the first Indian Prime Minister to address the Israeli parliament, where he spoke on strengthening bilateral ties, shared democratic values, and India's global role. The BJP highlighted the achievement on social media, stating that "when PM Modi speaks, the world listens," and crediting it as a reflection of India's growing diplomatic stature, leadership, and moral authority.
Modi's parliamentary addresses began shortly after assuming office in 2014, with speeches to the parliaments of Bhutan and Nepal in June and August that year, followed by those in Australia and Fiji in November. Over the years, he delivered addresses to legislatures in countries including the United States (joint sessions of Congress in 2016 and 2023), the United Kingdom, Mauritius, Mongolia, Afghanistan, Sri Lanka, Uganda, Maldives, Guyana, Ethiopia, and others. These engagements have spanned continents, often during state visits or key bilateral summits, focusing on themes like democracy, economic cooperation, counter-terrorism, and India's strategic partnerships.

The BJP emphasized that Modi's 19 addresses exceed those by all prior Congress prime ministers combined, underscoring a shift in India's assertive foreign policy outreach. Earlier counts reported 17 or 18 addresses up to late 2025, with the Knesset speech pushing the total to 19. This record is seen as emblematic of Modi's personal diplomacy and India's rising global influence under his leadership.
Such frequent invitations to address foreign parliaments are rare and signify high-level recognition of India's democratic credentials and international standing. The addresses have often included diaspora events and policy announcements, reinforcing bilateral relations.
