Parliament Monsoon Session Likely To Introduce 5 New Bills, Take Up 2 Pending Ones

Parliament session may feature new and pending Bills.

The upcoming Monsoon Session of Parliament is expected to see the introduction of five new bills and consideration of two pending legislative proposals, according to sources. The session is likely to begin in the last week of July, with the government set to brief opposition parties and other stakeholders about its legislative agenda during an all-party meeting. The proposed bills cover areas including taxation, education, judicial reforms, national regulations and business development.

The tentative agenda does not currently include any Constitution Amendment Bills, despite speculation that the government may bring proposals related to delimitation and women's reservation. Sources indicated that such constitutional changes could be considered only after the government is confident of securing the required two-thirds majority in Parliament. The government is also reportedly planning constitutional amendments linked to the "one nation, one election" initiative and restrictions on holding office for leaders facing imprisonment.

Among the pending legislative matters is the Foreign Contribution (Regulation) Amendment Bill, 2026, which was introduced in the Lok Sabha on March 25. The bill is expected to come up for discussion and passage during the Monsoon Session and aims to improve transparency and oversight regarding foreign funds received in India. Another pending proposal is the Viksit Bharat Education Establishment Bill, 2025, which was referred to a joint committee of Parliament and will be taken up after the committee submits its report.

Two bills are expected to replace ordinances issued earlier. The Income Tax (Amendment) Bill, 2026, seeks to strengthen India's sovereign debt market, encourage global investment flows and improve market liquidity amid international economic uncertainties. The second, the Supreme Court (Number of Judges) Amendment Bill, 2026, proposes increasing the sanctioned strength of Supreme Court judges from 33 to 37, excluding the Chief Justice of India, with the aim of improving the disposal of pending cases.

Three other new bills are also likely to be introduced during the session. The Registration of Births and Deaths (Amendment) Bill, 2026, proposes stricter and more streamlined rules for delayed registrations. The Prevention of Insults to National Honour (Amendment) Bill, 2026, seeks stronger action against acts considered disrespectful to national symbols, while the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, aims to promote ease of doing business, strengthen delayed payment mechanisms and give states greater regulatory powers. Besides legislative work, the government will also present Demands for Supplementary Grants for discussion and voting in Parliament.
