Parliament Clears 26 Bills Despite Opposition Protests

Lok Sabha and Rajya Sabha pass bills despite disruptions.

The Monsoon session of Parliament, which concludes on Thursday, saw the passage of 26 bills—12 in the Lok Sabha and 14 in the Rajya Sabha—despite relentless disruptions, adjournments, and walkouts by Opposition parties. The month-long session, commencing on July 21, was marred by heated protests, primarily over demands for discussions on Operation Sindoor and the Special Intensive Revision exercise in Bihar, limiting productive legislative discourse.

The Lok Sabha passed key legislation, including The Readjustment of Representation of Scheduled Tribes in Assembly Constituencies of the State of Goa Bill, 2025, The Merchant Shipping Bill, 2025, The Manipur Goods and Services Tax (Amendment) Bill, 2025, and The National Sports Governance Bill, 2025. Other notable bills included The Income-tax Bill, 2025, The Taxation Laws (Amendment) Bill, 2025, The Indian Ports Bill, 2025, The Mines and Minerals (Development and Regulation) Amendment Bill, 2025, The Indian Institutes of Management (Amendment) Bill, 2025, and The Promotion and Regulation of Online Gaming Bill, 2025. Additionally, The Manipur Appropriation (No.2) Bill, 2025, and The National Anti-Doping (Amendment) Bill, 2025, were among those cleared.

The Rajya Sabha mirrored this productivity, passing or returning bills such as The Bills of Lading Bill, 2025, The Carriage of Goods by Sea Bill, 2025, The Coastal Shipping Bill, 2025, and the aforementioned bills also cleared by the Lok Sabha. Unlike The Bills of Lading Bill, 2025, which sailed through on the session’s first day, most others faced passage only after contentious discussions or Opposition walkouts, according to a government functionary.

The functionary criticized the Opposition’s “obstinate behaviour,” noting that their disruptions prevented meaningful participation in debates on critical legislation. “This time in Parliament, there was so much ruckus. The Opposition missed opportunities to contribute to discussions on several important bills,” they remarked.

Despite the chaos, the session’s legislative output reflects the government’s determination to push forward its agenda. Bills addressing taxation, maritime trade, sports governance, and online gaming regulation signal a broad reform effort. However, the persistent disruptions highlight deep political divisions, raising concerns about the ability to foster bipartisan cooperation in future sessions. As Parliament adjourns, the focus now shifts to the implementation of these laws and their impact on India’s governance and economy.
