No Helmet, No Fuel: UP's New Rule to Enforce Road Safety from Sept 1

The Uttar Pradesh government announced the launch of a state-wide road safety campaign titled ‘No Helmet, No Fuel,’ set to run from September 1 to 30, 2025. Aimed at promoting helmet usage to save lives, this initiative underscores the state’s commitment to enhancing citizen safety and reducing road accident fatalities, particularly among two-wheeler riders.
The campaign, directed by a government order issued on August 25, 2025, will be implemented under the supervision of district magistrates in coordination with District Road Safety Committees (DRSCs). The police, revenue officials, and transport department will lead enforcement efforts, ensuring compliance across the state. The initiative is rooted in Section 129 of the Motor Vehicles Act, 1988, which mandates helmet use for both riders and pillion passengers, and Section 194D, which outlines penalties for non-compliance. It also aligns with the Supreme Court’s Committee on Road Safety recommendations to improve helmet adoption.
Transport Commissioner Brijesh Narain Singh emphasized that the campaign prioritizes safety over punishment. “This is a pledge for safety, not a punishment,” Singh stated, noting that past campaigns have shown two-wheeler riders quickly adopt helmet-wearing habits without impacting fuel sales. To support the initiative, major oil marketing companies—Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL), and Hindustan Petroleum Corporation Limited (HPCL)—along with petrol pump operators, have been directed to ensure compliance, with oversight from the food and civil supplies department.

The state’s information and public relations department will spearhead awareness efforts to educate citizens about the campaign’s objectives. The government has urged citizens, industry stakeholders, and government agencies to collaborate in reducing road accident fatalities and serious injuries. Singh highlighted the campaign’s core message: “This initiative is not about penalties but ensuring safe behaviour. Make ‘helmet first, fuel later’ a rule of life, because wearing a helmet is the simplest insurance for your own safety.”
By fostering a culture of safety and compliance, the Uttar Pradesh government aims to make helmet usage a norm, protecting countless lives on the state’s roads.
