Nation’s Security Braintrust Assembles In Raipur For High-Stakes DGP-IG Conference

PM Modi, Amit Shah, and NSA Doval lead a major national security conference with 600 senior officers.

Raipur has transformed into India’s National Security nerve center as Prime Minister Narendra Modi, Union Home Minister Amit Shah, National Security Advisor Ajit Doval, and over 600 top police officers—including DGPs, ADGs, and IGs from every state and Union Territory—gather for the 60th annual All-India Conference of Directors General and Inspectors General of Police from November 28 to 30.

Hosted for the first time in Chhattisgarh at the sprawling IIM Raipur campus in Naya Raipur, the three-day conclave is being held under the theme “Viksit Bharat: Security Dimensions.” The agenda includes intensive sessions on counter-terrorism, left-wing extremism, cyber threats, coastal security, women’s safety, disaster management, and the integration of artificial intelligence and forensic science in policing. PM Modi will personally confer the President’s Police Medals for Distinguished Service and address the conference on November 30.

NSA Ajit Doval arrived in Raipur on Friday afternoon and went straight into closed-door sessions, reviewing presentations on emerging threats and intelligence coordination. Union Home Minister Amit Shah is scheduled to chair multiple working groups, while the Prime Minister’s presence on the final day underscores the government’s emphasis on aligning internal security with the broader vision of a developed India by 2047.

Since 2014, the conference format has been revamped under Modi’s guidance to move it out of Delhi and into field locations—previous editions were held in Guwahati, Rann of Kutch, Hyderabad, Kevadiya (Statue of Unity), Pune, Lucknow, Jaipur, and Bhubaneswar. Raipur’s selection reflects both Chhattisgarh’s improving law-and-order situation and its strategic importance in the fight against Naxalism.

With multi-layer security involving central agencies, state police, and NSG commandos, the entire Naya Raipur zone has been turned into a fortress. The event is seen as the largest annual brainstorming platform for Indian policing, where policy decisions taken often shape security strategies for the coming year.

As Raipur hosts India’s most powerful security minds, the conference is expected to finalize a comprehensive roadmap for “Surakshit Bharat,” blending technology, inter-agency coordination, and ground-level policing reforms to tackle both traditional and new-age threats.
