Monsoon Session: Rijiju halts discussion on Bihar’s electoral revision
Rijiju blocks LS debate on SIR, cites sub-judice rule.
Tensions flared in the Lok Sabha on Wednesday as Union Parliamentary Affairs Minister Kiren Rijiju firmly blocked a discussion on the Special Intensive Revision (SIR) exercise in Bihar.
The issue, currently under review by the Supreme Court, sparked protests from Opposition members who demanded a debate when the House reconvened at 2 pm. Rijiju, however, stood his ground, asserting that Lok Sabha rules explicitly prohibit discussions on sub-judice matters, effectively halting any debate on the electoral revision process.
Rijiju further clarified that parliamentary regulations also bar discussions on the functioning of autonomous institutions like the Election Commission, which oversees the SIR exercise. He urged members to redirect their focus to constructive legislative work, emphasizing the need for cooperation during the passage of key bills. The minister’s remarks underscored the importance of adhering to procedural norms to maintain order in the House.
The Opposition’s persistent push for a discussion highlighted the contentious nature of the Bihar electoral revision issue, but Rijiju’s adherence to parliamentary rules kept the debate off the floor. His call for members to engage in productive discussions on pending legislation aimed to steer the session back to its legislative agenda, amid ongoing challenges in maintaining parliamentary decorum.
