Monsoon Session: Rajya Sabha Sends Three Bills to Joint Committee

The Rajya Sabha on Thursday passed a dramatic motion to refer three contentious bills to a Joint Committee of Parliament, igniting intense political debate amid a noisy session. Home Minister Amit Shah introduced the motion, which includes landmark legislation proposing the suspension of prime ministers, chief ministers, and ministers from office if arrested on serious criminal charges for 30 days. The decision marks a significant step toward reshaping political accountability in India.

The bills under scrutiny involve amendments to the Constitution of India, the Government of Union Territories Act, 1963, and the Jammu and Kashmir Reorganisation Act, 2019. Following Shah’s introduction in the Lok Sabha on Wednesday, the Lower House also approved a resolution to form a 31-member Joint Committee, comprising 21 Lok Sabha members and 10 Rajya Sabha members, to thoroughly examine the proposals. The Rajya Sabha echoed this move, approving the nomination of its 10 representatives despite the uproar in the chamber.

The Joint Committee is tasked with delivering its findings during the Winter Session, expected to commence in the third week of November. This timeline suggests a meticulous review process, as lawmakers grapple with the implications of suspending elected leaders and restructuring governance in Union Territories and Jammu and Kashmir. The move has already drawn sharp reactions, with opposition parties questioning the intent behind the bills, while the government defends them as essential reforms to uphold justice and administrative integrity across the nation.
