Multiple States to Hold Crucial Bypolls Including Mizoram on November 11

Mizoram’s Dampa bypoll on November 11 will test MNF, ZPM, BJP, and Congress strength.

The Election Commission of India (ECI) announced on Monday that the by-election for Mizoram's Dampa assembly constituency in Mamit district will occur on November 11, coinciding with bypolls in Jharkhand, Punjab, and Telangana, as well as the second phase of Bihar's assembly elections. State Chief Electoral Officer Ethel Rothangpuii confirmed the timeline, which includes nominations closing on October 21, scrutiny on October 22, and withdrawals by October 24. With 20,790 registered voters—10,185 of them women—the constituency features 41 polling stations, ranging from the bustling Silsury-1 (1,103 voters) to the remote Zopui (just 30 electors). This bypoll, necessitated by the July 21 death of Mizo National Front (MNF) MLA Lalrintluanga Sailo, underscores the fragility of opposition dynamics in Mizoram's 40-member assembly.

The Dampa seat, a traditional MNF stronghold in the state's western hills bordering Bangladesh, carries high stakes for the regional party. Currently holding nine seats, MNF risks losing its Leader of Opposition (LoP) status—requiring at least 10 MLAs—should it falter here. Sailo's passing created a vacancy in what was an MNF bastion, won by him in the 2023 elections with a margin of over 2,000 votes against the Zoram People's Movement (ZPM). The bypoll tests MNF's resilience amid a shifting political landscape, where ZPM's surprise 2023 victory ended two decades of MNF rule under Zoramthanga. Voter rolls finalised on September 30 reflect steady turnout potential in this rural, tribal-dominated area, where issues like infrastructure, border security, and bamboo-based livelihoods often sway preferences.

Candidates reflect Mizoram's vibrant multi-party arena. The ruling ZPM, led by Chief Minister Lalduhoma, has fielded Vanlalsailova, a popular Mizo singer and preacher known for her community outreach through gospel music and social advocacy, aiming to leverage her appeal among youth and women. MNF counters with Dr R. Lalthangliana, its senior vice president and former health minister, whose administrative experience during the COVID-19 response bolsters his credentials. Congress, seeking revival post-2023 rout, nominates John Rotluangaliana, a party vice president and ex-minister with deep local roots. The Bharatiya Janata Party (BJP), expanding in the Northeast, picks Lalhmangaiha, a recent defector from Congress, to consolidate Hindu minority votes in this predominantly Christian state.

As campaigning ramps up, the bypoll highlights Mizoram's unique ethnic tapestry and decentralised governance under the Sixth Schedule. With counting set for November 14 alongside other polls, results could reshape assembly arithmetic, potentially forcing MNF into a recognised opposition role or bolstering ZPM's mandate for reforms in education and healthcare. Security measures, including ECI's model code of conduct, will ensure smooth proceedings in this low-intensity but symbolically charged contest, drawing national attention to the Northeast's evolving electoral ethos.
