Manipur Police Begins e-Office Implementation To Improve Transparency

Police department adopts digital system for transparent governance.

Manipur Police has started implementing the e-Office system across the state as part of an effort to modernise administrative processes, improve transparency, and move towards paperless governance. The initiative aims to replace traditional file-based operations with digital workflows, making official procedures more efficient, accountable, and responsive. Police officials said the system will help streamline coordination within the department and improve the delivery of services to citizens.

The rollout process began with a two-day training programme inaugurated by Manipur Director General of Police (DGP) Mukesh Singh at the Police Headquarters in Imphal. The programme was attended by senior police officers and personnel from various sections of the headquarters, with resource persons from the Information Technology Department providing guidance on the new digital platform. Officials participating in the training are expected to support the phased implementation of the system across different police units.

Highlighting the importance of digital transformation, DGP Mukesh Singh said the adoption of e-Office would significantly improve efficiency, transparency, and accountability within the police organisation. He urged officers and staff to actively participate in the training sessions and understand the new digital procedures to ensure a smooth transition. The department believes the system will reduce dependence on physical files and make administrative processes faster and more organised.

Alongside the e-Office initiative, Manipur Police has also introduced the E-Malkhana system to improve the management of seized property and case-related evidence stored at police stations. The digital system was first implemented at Irilbung Police Station in Imphal East district, where the existing Malkhana was upgraded into an electronically managed facility. The move is aimed at improving evidence storage, tracking, retrieval, and disposal through scientific record management.

Under the E-Malkhana system, every seized item and case exhibit is digitally catalogued and assigned a unique barcode containing important details such as the FIR number, legal sections involved, investigating officer's information, photographs, description of the property, current status, and disposal records. The barcode system allows officers to quickly identify and retrieve evidence whenever required during investigations or court proceedings.

Officials said the introduction of e-Office and E-Malkhana systems represents a major step towards technology-driven policing in Manipur. The initiatives are expected to strengthen administrative efficiency, reduce procedural delays, prevent loss or duplication of records, and improve accountability in police operations. The department plans to expand these digital systems across more units as part of its broader effort to modernise police infrastructure and enhance public service delivery.
