The Delhi government’s Home Department has announced a broad reshuffle in the Delhi Police, implementing a series of transfers and new postings for senior Indian Police Service (IPS) officers across key divisions. The move, approved by the Lieutenant Governor and guided by the Police Establishment Board’s recommendations, aims to streamline command structures and boost operational efficiency across the national capital.

Officers from the 1993 to 2016 IPS batches have been reassigned to crucial wings including crime, intelligence, special cells, and traffic management. Among the most noteworthy moves, senior officer Neeraj Thakur (IPS 1994) has been appointed as Special Commissioner of Police (Traffic), reinstating a unified command for traffic management — a structure that had been discontinued almost five years ago. Officials view this as a significant step to address Delhi’s persistent issues of congestion and pollution, especially heightened during the festival and winter seasons.

Several other key appointments were also announced. Robin Hibu (IPS 1993) will now serve as Special CP (Human Resource), Rajesh Khurana (IPS 1994) takes over as Special CP (Provision and Finance), while Devesh Chandra Srivastava (IPS 1995) continues as Special CP (Crime) with additional charge of Media and Perception Management. Manish Kumar Agarwal (IPS 1996) will lead the Intelligence Division, and Anil Shukla (IPS 1996) has been assigned to head the Special Cell with added technical responsibilities.

At the same time, mid-level officers have also received new assignments. Vijay Kumar (IPS 2007) will now serve as Joint CP in the Commissioner’s Secretariat, while Rajiv Ranjan Singh (IPS 2010) moves to Additional CP (Eastern Range). Younger officers Rohit Rajbir Singh (IPS 2015) and Vikram K Porwal (IPS 2016) have been designated as DCPs for Crime and Administration, respectively.

Officials believe restoring unified command in the traffic division will bring better coordination between planning, enforcement, and technology integration across the city’s arterial routes. The reshuffle signals a renewed effort by the Delhi Police to improve law enforcement efficiency, strengthen crisis response, and tackle urban management challenges in the capital more effectively.
