Maharashtra Launches Cluster Redevelopment Drive to Build 15 Lakh Homes
Mumbai targets slum-free transformation through large-scale redevelopment plan.
Maharashtra Deputy Chief Minister Eknath Shinde on Thursday unveiled an ambitious large-scale cluster redevelopment plan aimed at transforming Mumbai into a “slum-free” city, with the government targeting the construction of nearly 15 lakh rehabilitation homes by 2030. The announcement was made at the Maharashtra Infrastructure Conclave in Mumbai, where senior officials and urban development agencies outlined ongoing and future housing projects across the Mumbai Metropolitan Region.
Shinde said the state has already identified and formed 19 cluster redevelopment zones across the Mumbai Metropolitan Region as part of a coordinated urban transformation strategy. The model focuses on replacing dense slum clusters and fragmented settlements with planned neighbourhoods featuring improved housing, wider roads, green spaces, schools, and modern civic infrastructure. He stressed that the initiative is designed not just to rebuild structures but to improve overall living conditions and quality of life.
Addressing concerns over urban inequality, the Deputy Chief Minister said the government is committed to ensuring that no citizen is forced to live in unhygienic or unsafe conditions near drainage lines or congested slum pockets. He cited areas such as Dharavi as examples where redevelopment is urgently needed. According to him, the administration is working to provide every eligible resident with dignified housing through a structured rehabilitation framework.

The redevelopment initiative is being implemented through coordination among multiple agencies, including the Mumbai Metropolitan Region Development Authority, Maharashtra Industrial Development Corporation, City and Industrial Development Corporation, Slum Rehabilitation Authority (SRA), and Maharashtra Housing and Area Development Authority. Officials said this integrated approach is intended to streamline planning, land use, and infrastructure execution to accelerate large-scale urban renewal.
SRA officials said the authority alone is expected to contribute nearly seven lakh rehabilitation housing units by 2030, significantly higher than the units delivered in the past two decades since its formation. They also highlighted ongoing redevelopment efforts in Dharavi, where nearly 1.5 lakh rehabilitation units are planned, alongside infrastructure upgrades such as sanitation improvements, riverfront development along the Mithi river, and enhanced transport connectivity linking metro, rail, airport, and bus networks.
Shinde also pointed to successful redevelopment models such as the BDD chawls as examples of planned urban renewal. He said Mumbai is already a major hub for foreign investment, startups, and infrastructure growth, and emphasised that large-scale redevelopment is essential to sustaining its position as India’s financial capital. Officials at the conclave added that upcoming projects are expected to add significant open spaces and reshape the city’s urban landscape over the next decade.
