LPG Cylinder Reforms From May 1 Include OTP System and Booking Gap Changes

Fresh changes to domestic LPG cylinder rules are likely to come into effect from May 1, with oil marketing companies planning revisions to booking systems, delivery authentication, and pricing amid ongoing volatility in global energy markets. The proposed updates are expected to impact millions of households across India that rely on subsidised cooking gas.

One of the most significant changes is the move toward stricter OTP-based delivery verification. Under the revised system, consumers will be required to share a one-time password sent to their registered mobile number with the delivery agent at the time of receiving the cylinder. This measure is aimed at ensuring that deliveries reach the intended recipient and to curb leakages or diversion in the supply chain.

Another key update involves changes to the booking interval or lock-in period between two LPG cylinder refills. Reports suggest that consumers may need to wait longer before placing a new booking, with current norms ranging around 25 days in urban areas and up to 45 days in rural regions. The restriction is designed to prevent hoarding and ensure equitable distribution during periods of supply pressure.

In addition, stricter eKYC and Aadhaar-linked verification requirements are expected to be enforced for many users, particularly those availing subsidies. Authorities believe that tighter identity checks will help streamline beneficiary records and reduce misuse of subsidised LPG connections.

The changes also come amid expectations of a possible revision in LPG cylinder prices, especially for commercial cylinders, which have already seen multiple hikes in recent months due to global supply disruptions. While domestic cylinder prices are subject to government calibration, any adjustment from May 1 could further affect household budgets.

Officials say the broader objective behind these updates is to improve transparency, plug distribution inefficiencies, and ensure fair access to LPG supplies. However, the new rules may require consumers to adapt quickly—particularly by keeping their mobile numbers updated, completing KYC formalities, and planning bookings more carefully to avoid delays in refills.
