Lok Sabha Approves Bill Criminalising Insults To Vande Mataram
Bill introduces penalties for insulting national song.
The Lok Sabha on Thursday passed the Prevention of Insults to National Honour (Amendment) Bill, 2026, which seeks to make intentional insults to or obstruction of the rendition of the National Song, Vande Mataram, a punishable offence. The Bill was cleared by a voice vote amid protests and disruptions by Opposition members during the proceedings.
The legislation had already been approved by the Rajya Sabha on Wednesday. With both Houses of Parliament passing the amendment, the Bill will now be sent to the President of India for assent. Once approved, it will become law and extend legal protection to Vande Mataram under the Prevention of Insults to National Honour Act, 1971.
The proposed amendment aims to provide the National Song with protections similar to those currently available to the National Anthem, Jana Gana Mana. Under the amended provisions, any deliberate insult or intentional disruption during the singing of Vande Mataram would attract legal action.

During the Lok Sabha debate, BJP MP Sambit Patra defended the Bill, stating that Parliament had already discussed the significance of Vande Mataram and that the legislation was intended only to provide it with legal recognition. He said the move would ensure that the National Song receives the same respect and protection as the National Anthem.
Replying to the debate, Minister of State for Home Affairs Nityanand Rai said the amendment was aimed at strengthening national pride and unity. He alleged that the decision to adopt a shortened version of Vande Mataram after Independence was influenced by political considerations and described the new legislation as a corrective step.
The passage of the Bill comes after heated discussions in Parliament, with Opposition protests repeatedly interrupting proceedings. If approved by the President, the amended law will establish legal provisions against actions considered intentional disrespect or obstruction of the National Song, further defining its status within India’s national symbols framework.
