Kerala High Court Orders Kochi Authorities to Address Road Safety Concerns

The Kerala High Court has criticised State authorities over what it described as failures to improve road safety and address problems involving roads, footpaths and reckless driving by heavy vehicles. The court’s observations came amid concerns over the condition of public infrastructure and the safety risks faced by motorists and pedestrians. The court stressed the need for authorities to take effective measures rather than allowing such issues to persist.

Justice Devan Ramachandran directed the Kochi Corporation and the Kochi Commissioner of Police to submit reports detailing the steps taken to address concerns relating to roads, streetlights and footpaths. The directions place responsibility on the civic and police authorities to explain the measures being implemented to improve safety and address deficiencies in the city’s infrastructure.

The court also expressed concern over irresponsible driving by heavy vehicles, which can pose significant risks to other road users, particularly on busy urban and highway stretches. The observations underline the importance of effective enforcement of traffic regulations alongside improvements to road infrastructure. Authorities are expected to explain how they are addressing unsafe driving practices and other factors contributing to road accidents.

In addition to the directions concerning Kochi’s roads and public facilities, the court asked the National Highways Authority of India to file a statement on the status and condition of highway construction along the Edapally-Chavakkad stretch. The highway project was brought into consideration as part of the broader concerns surrounding road conditions and safety. The NHAI’s statement is expected to provide the court with an update on the construction work and the condition of the route.

The court’s directions come against the backdrop of continuing concerns over road safety in Kerala, where inadequate infrastructure, poor pedestrian facilities and violations of traffic rules can create hazards for road users. Properly maintained roads, functioning streetlights and safe footpaths are particularly important in areas with heavy traffic and significant pedestrian movement. Coordination between local authorities, police agencies and highway authorities is therefore essential to address the different aspects of road safety.

The Kerala High Court’s latest directions require the concerned authorities to place details of their actions before the court, allowing it to assess whether adequate steps have been taken. The reports from the Kochi Corporation and Kochi police, along with the NHAI’s statement on the Edapally-Chavakkad highway stretch, are expected to assist the court in examining the situation and determining whether further measures are necessary to improve road safety and infrastructure.
