Preparations for the International Day of Yoga have become the latest point of friction between the Congress-led government in Kerala and Governor Rajendra Vishwanath Arlekar. The state government has formally expressed its dissatisfaction after the Governor convened a meeting of university vice-chancellors, senior bureaucrats and department heads to review arrangements for the annual observance.
The government conveyed its concerns through a letter sent by the Chief Secretary to Lok Bhavan, stating that meetings and review sessions involving government officials fall within the executive responsibilities of the elected administration. The communication urged that caution be exercised to ensure that similar instances do not occur in the future, emphasising the constitutional division of responsibilities between the government and the Governor's office.
According to the Chief Minister's Office, it contacted the Governor's office after learning about the meeting chaired by Arlekar on Wednesday. The Governor's secretary reportedly informed the Chief Secretary that the gathering was not intended as a formal review meeting but rather as an interaction related to the International Day of Yoga, which is observed annually on June 21.

Despite this clarification, the state government maintained its objection and reiterated that coordination meetings involving government officials should be conducted under the authority of the executive. The CMO said the Chief Secretary's letter officially recorded the government's dissatisfaction while seeking to prevent any overlap in administrative functions in the future.
The latest disagreement adds to a series of differences between the Kerala government and the Governor's office over administrative and policy matters. Relations between the two sides have witnessed repeated tensions in recent years on issues ranging from university governance to the implementation of central government programmes and the exercise of constitutional powers.
With International Day of Yoga approaching, the controversy has once again highlighted the continuing debate over the respective roles of constitutional authorities and the elected government in the state's administrative affairs. While the Governor's office described the gathering as an interaction, the government has maintained that official review meetings involving public officials should remain within its executive domain.
