Kashmir Security Forces Begin Profiling of Mosques, Madrassas After Terror Bust

In the aftermath of dismantling a sophisticated "white collar" terror network last November, security forces in Kashmir have initiated a comprehensive profiling operation targeting mosques, madrassas, and associated individuals. Village numberdars have been issued detailed proformas to collect extensive information on these institutions, their management committees, imams, and teachers. The drive prioritizes financial transparency, scrutinizing sources of funds for construction and daily operations to identify potential misuse.

The profiling extends to personal details of religious figures, requiring submission of Aadhaar cards, bank accounts, property records, social media profiles, passports, SIM card information, mobile IMEI numbers, and other identification documents. Authorities are also documenting affiliations with specific Islamic sects, such as Barelvi, Deobandi, Hanafi, or Ahle Hadith, amid concerns over the growing influence of puritanical ideologies that contrast with Kashmir's traditional Sufi practices and contribute to youth radicalization.

A key trigger for this initiative stems from investigations into the busted module, which exposed radicalization occurring through certain madrassas and online platforms. Figures like Moulvi Irfan came under scrutiny during probes, highlighting risks posed by influential religious leaders. Officials aim to build a centralized database of these institutions and personnel to monitor and prevent terror linkages more effectively.

The "white collar" terror module, uncovered with assistance from Uttar Pradesh and Haryana Police, involved Jaish-e-Mohammed and Ansar Ghazwat-ul-Hind operatives across states. Nine individuals, including three doctors, faced arrest, with 2,900 kg of explosives—comprising ammonium nitrate, potassium nitrate, and sulphur—seized. The network featured educated professionals and students coordinating with foreign handlers based in Pakistan and elsewhere.

This operation underscores a broader strategy to dismantle terror ecosystems involving seemingly respectable figures. By focusing on funding trails, ideological shifts, and personal histories—including any prior terror-related involvement—the authorities seek to curb subversive activities and safeguard regional stability in Kashmir.
