Karnataka to Launch IT, Startup, and Space Tech Policies at Bengaluru Tech Summit 2025
Karnataka will unveil new tech policies at Bengaluru Tech Summit.
The Karnataka Government is set to unveil three major policies at the upcoming Bengaluru Tech Summit (BTS) 2025, reaffirming its leadership in India’s technology and innovation ecosystem. Scheduled to begin on November 18, the 28th edition of BTS will see the formal launch of the state’s new Information Technology (IT) Policy, Startup Policy, and Space Technology Policy. Chief Minister Siddaramaiah will inaugurate the event alongside Deputy Chief Minister D K Shivakumar, marking a significant milestone for Karnataka’s next decade of digital, entrepreneurial, and scientific growth.
Minister for Electronics, IT/BT, and Rural Development Priyank Kharge said at the curtain-raiser that the Bengaluru Tech Summit has evolved into a global innovation hub fostering collaboration across diverse domains such as information technology, biotechnology, and deep tech. “This year, we are launching ‘The Future Makers Conclave’—a high-energy gathering of nearly 10,000 founders, investors, and innovators—to shape the next wave of entrepreneurship,” he said. The conclave will serve as a flagship platform for startup networking, investment pitching, and partnership building.
The newly approved Karnataka IT Policy (2025–30), Startup Policy (2025–30), and Space Technology Policy are expected to position the state as a front-runner in emerging technologies and space innovation. The Space Technology Policy will provide financial incentives and infrastructure support for private-sector satellite and aerospace ventures. The IT Policy aims to expand Karnataka’s tech footprint beyond Bengaluru, while the Startup Policy—with a budget outlay of Rs 518.27 crore—targets the creation of up to 25,000 startups over five years, including 10,000 from tier-two and tier-three cities.

According to N Manjula, Secretary, Department of Electronics, IT & BT, these policies reinforce the state’s commitment to deep technology-driven development. “We will unveil three policies to accelerate innovation, attract investments, and strengthen Karnataka’s tech presence across global markets,” she said. BTS 2025 will also feature focus tracks on DeepTech, Semiconductor Manufacturing, Digital Health, Biotech, Fintech, and AI alongside international collaboration sessions such as the India–USA Tech Conclave.
Themed Futurise, the three-day event will host over 50,000 visitors, including 15,000 delegates, 500 speakers, and 1,000 exhibitors from 60 countries. Featured participants include ISRO Chairman V Narayanan, DPIIT Secretary Amardeep Singh Bhatia, and MeitY Additional Secretary Abhishek Singh. Dedicated platforms such as Investor Connect and Mentor Connect will create opportunities for startups to engage with investors and business leaders, further strengthening Karnataka’s position as India’s most dynamic innovation hub.
