Karnataka Lokayukta Orders Probe Into Bowring Hospital Wall Collapse Incident
Lokayukta orders probe into Bengaluru hospital wall collapse that killed seven, citing possible negligence.
Karnataka Lokayukta Justice B.S. Patil on Thursday ordered a suo motu probe into the collapse of a compound wall at Bowring Hospital, which claimed the lives of seven people, including a young girl. The incident occurred a day earlier following heavy rain, hail, and thunderstorms, raising serious concerns about infrastructure safety and civic accountability in the city.
Justice Patil visited the site along with Upalokayukta Justices K.N. Phaneendra and B. Veerappa, and directed authorities to submit a detailed report on the incident. Speaking to the media, he said responsibility must be fixed on the Bengaluru civic authorities and other concerned agencies. He added that the probe would not be limited to this incident alone but would examine similar risks across the state to prevent such tragedies in the future.
During the inspection, Justice Patil pointed to apparent lapses in construction quality and maintenance. He observed that debris and large quantities of sand had accumulated near the wall, which, combined with a weak foundation and use of cement blocks, may have contributed to the collapse. He stressed that such structural weaknesses should have been identified earlier, especially given the location’s accessibility to the public.

He also raised concerns about roadside vendors being allowed to operate adjacent to the wall, stating that authorities should have prioritised safety before permitting such activities. “Every year, heavy rains occur, and it was the duty of civic bodies and hospital management to ensure safety measures were in place,” he said, adding that human negligence appeared to be a significant factor alongside natural causes.
Justice Patil further noted that this was not an isolated incident, referring to a previous wall collapse on Hebbal Road that resulted in fatalities. He said such incidents should have served as warnings and emphasised the need for a statewide audit of weak public structures. He called for immediate identification, demolition, and reconstruction of unsafe walls and buildings in high-risk areas.
Meanwhile, Congress President Mallikarjun Kharge, speaking in Kalaburgi, said the wall had visible cracks and authorities should not have allowed people to operate nearby. He called for compensation for the victims’ families and rehabilitation measures for affected traders. A JD(S) delegation also inspected the site, with party leaders demanding higher compensation and alleging administrative negligence, further intensifying the political response to the tragedy.
