Jharkhand Excise Exam 2023 Paper Leak Case: 159 Candidates Held

Authorities in Jharkhand have arrested 159 candidates and five other individuals in connection with alleged irregularities and a suspected paper leak in the Jharkhand Excise Constable Competitive Examination (JECCE) 2023. The action followed a police operation based on intelligence inputs about large-scale suspicious activity linked to the exam.
According to officials from the Jharkhand Staff Selection Commission (JSSC), the arrests were made after Ranchi Senior Superintendent of Police received a tip-off about a large gathering of candidates at a building in Rargaon under the Tamar police station limits. Investigators said candidates were found in possession of printed and digital question sets that were being circulated as the examination paper.
JSSC Chairman Prashant Kumar stated that the recovered question papers did not match the actual exam questions, indicating a suspected attempt to mislead candidates. He added that the materials were seized during the operation and further verification is underway to determine the extent of the alleged malpractice.

Preliminary investigation suggests that candidates were allegedly brought to the location by agents linked to a criminal network involved in examination fraud. Officials claimed the group charged between ₹10 lakh and ₹15 lakh per aspirant in exchange for providing question papers and answers. Authorities also said some candidates had surrendered their mobile phones and admit cards to avoid detection, while others had issued bank cheques to the accused.
Police and commission officials further stated that the main accused is believed to be associated with a wider “solver paper leak” network and has previously been linked to multiple exam fraud cases across several states. Meanwhile, political reactions followed the incident, with the Bharatiya Janata Party staging protests in parts of Jharkhand, including Ranchi and Singhbhum regions, alleging administrative failure and demanding a fresh examination.
