Jan Vishwas Bill 2026 Rewrites India's Legal Landscape Across 79 Central Laws

Parliament's landmark bill decriminalises 784 provisions, expanding reform well beyond its 2023 predecessor.

The passage of the Jan Vishwas (Amendment to Provisions) Bill, 2026, by Parliament marks one of India’s most expansive legal reform efforts in recent years, significantly widening the scope of decriminalisation across sectors. The legislation builds on the earlier Jan Vishwas Act of 2023, which aimed to enhance the ease of doing business by reducing criminal penalties for minor offences.

The 2026 Bill goes much further in scale, proposing amendments to 784 provisions spread across 79 central laws. In comparison, the 2023 Act had covered 183 provisions across 42 laws. The latest reform extends beyond business-related regulations to include laws governing industry, infrastructure, municipal administration, and even certain colonial-era statutes, thereby affecting a broader cross-section of citizens’ daily interactions with regulatory frameworks.

Experts note that the bill reflects a shift in governance philosophy by replacing criminal penalties for minor and technical violations with civil penalties such as fines. This approach is expected to reduce the burden on the judiciary, minimise the risk of harassment for procedural lapses, and promote a more trust-based regulatory environment. It also aligns with the government’s objective of simplifying compliance and fostering a more business-friendly ecosystem while maintaining accountability through monetary penalties.

However, analysts caution that the success of the reform will depend on effective implementation and clarity in enforcement. While decriminalisation reduces the fear of imprisonment for minor offences, concerns remain about whether administrative authorities will exercise their powers fairly and consistently. As the Bill comes into effect, its real impact will be measured by how well it balances regulatory efficiency with safeguards against misuse, shaping both governance and citizen experience in the years ahead.
